The South African Reserve Bank (SARB) is in the process of withdrawing the Payments Association of South Africa's (PASA) recognition as a payment system management body (PSMB) as part of its ongoing work to strengthen the regulatory, supervisory, oversight and operational architecture and arrangements of the national payment system (NPS) that support safe, efficient, transparent and resilient payments in South Africa.
Effective 11 August 2026, the responsibility for PASA’s payment clearing house (PCH) and rule-related functions transferred to the SARB, whilst those transitioning to PayInc will do so effective 2 September 2026. In addition, the licensing, authorisation and registration of NPS payment institutions are undertaken by the SARB.

Established in 1996 and recognised by the SARB as the PSMB under the National Payment System Act 78 of 1998, PASA has served South Africa’s NPS for three decades. The SARB extends its sincere appreciation to PASA’s members, staff and Council for their dedication, professionalism and stewardship in contributing to the development of a safe, efficient and trusted NPS.
PSMB transition – what you need to know
The SARB is strengthening the regulatory, supervisory, oversight and operational architecture and arrangements of the NPS. PASA’s recognition as a PSMB is in the process of being withdrawn and its functions are moving to the SARB and PayInc, with completion planned by 2 September 2026. PASA functions Transitioning to the SARB
What is changing?
From 11 August 2026, the PCH SOs, SOSs and TPPP authorisation and registration functions and capability will transition to the SARB
What remains valid?
Existing authorisations and registrations remain valid unless SARB determines otherwise, or until future framework requirements apply.
What must stakeholders do?
Payment Clearing House System Operators (PCH Sos), System Operators (Sos):

2. Pending Authorisation Applications
3. New Authorisation Applications
Third-Party Payment Providers (TPPPs):
1. Validity of Existing Authorisations
2. Pending registration applications
3. New registration applications submitted before the publication of the Authorisation Framework
4. New registration applications submitted after the publication of the Authorisation Framework
5. Historic authorisation and registration information
All historic authorisation and registration information submitted to PASA as at 11 August 2026 will be transferred to the SARB as part of the transition arrangements. Applicants that have submitted the relevant information prior to the transition date will not be required to resubmit such information, unless the SARB determines that additional or updated information is required.
6. Additional authorisation and registration information
Any information relating to the authorisations and registrations will be communicated to stakeholders accordingly.
