In order to clarify any possible uncertainty, your attention is drawn to regulation 22(1) of the Regulations relating to Mutual Banks, which regulation stipulates that any change to the basic minimum reserve balance required to be held by banking institutions is governed by section 10A of the South African Reserve Bank Act, 1989 (Act No. 90 of 1989). Accordingly, a copy of the amended form DI 310 in respect of mutual banks, is enclosed herewith. It would be appreciated if this revised form could be completed as from the reporting period in respect of the month ending October 1996. The attached acknowledgement of receipt, duly completed and signed by both the chief executive officer of the institution and the said auditors, should be returned to this Office at the earliest convenience of the aforementioned signatories.
