I have been informed by the President of the Republic, Mr TM Mbeki that he has appointed in terms of sections 4(1)(a) and 6(1)(a) of the South African Reserve Bank Act, Act 90 of 1989, Dr Xolile Pallo Guma as Deputy Governor of the South African Reserve Bank with effect from 1 August 2001. The appointment will be effective for a period of five years.The post of the third Deputy Governor has been vacant since April 2001 due to the retirement of Mr TT Thahane. The South African Reserve Bank Act, 1989 in terms of Section 4(1)(a) makes provision for the appointment of three Deputy Governors. It is also required for consultation by the President in terms of Section 6 (1)(a) where it states that " A casual vacancy on the Board shall be filled - in the case of the Governor or a Deputy Governor or of a Government representative, by the appointment by the President of the Republic of another person after consultation with the Minister and the Board". In this regard the President has consulted with all role players concerned.Dr X.P. Guma was born on 20 January 1957 in Alice in the Eastern Cape. He obtained his BA (Economics and Accounting) degree from the Universities of Botswana and Swaziland. Dr Guma went on to obtain his MA (Economics) degree from the University of Toronto (Canada); and his PhD (Economics) degree from the Victoria University of Manchester (England).Dr Guma served in the Economics Department of the University of Swaziland, in various capacities, during the period 1978@1990; and was the Director of the Social Science Research Unit of the said University from 1990 until 1994 when he returned to South Africa. His research work focused primarily on regional integration issues, including optimum currency areas and related macroeconomic policy issues.He has served on various academic boards, including that of the Economic Research Unit of the University of Natal; has served as external examiner, and has had extensive experience as an economic consultant to bodies such as the United Nations Development Programme (Swaziland), the African Development Bank, government departments and private sector organisations.He joined the South African Reserve Bank in July 1995 as an economist. He progressed through the ranks and was promoted to Deputy Head of the Research Department in January 1997. In December 1999 he was appointed as Head of the Policy Development and Review Division in the same department and on 15 March 2000 Dr Guma was appointed as Advisor to the Governors.
