Exchange Control Circulars 

After 1994, the South African Government decided on a gradual approach to the elimination of exchange controls rather than a “big-bang” approach. A phased approach allowed Government more time to implement other policy changes in order to achieve the preconditions necessary for the successful abolition of exchange control. Government has decided on the logical sequencing for the liberalisation of exchange controls.
 
Exchange Control Circulars are published following announcements made by the Minister of Finance regarding exchange control liberalisations.
